Controversies and Azam Khan cannot stay away from each other for long. In his latest contentious statement, Uttar Pradesh Minority Welfare Minister Azam Khan has blamed smart phones for recent rapes of toddlers.

Speaking to ANI in Rampur, Azam Khan said today, “Two-and-half- year olds getting raped, why? It is because of mobile phones. Even in villages people can download things. It is these things that are accessible on mobile phones, that is ruining the youth and kids who haven’t even come of age.”

A five-year-old girl and another two-and-a-half year old toddler were raped in separate incidents in Delhi last week.

Azam Khan argued today that pornographic material was easily accessible over smartphones even in villages, which was ruining the growth of children and youth.

Azam Khan’s statement comes few days after SP supremo Mulayam Singh Yadav’s outlandish statement that rape by four men was not possible. He has been trolling on Twitter for his statement earning widespread criticism.

Azam Khan also compared Union Minister VK Singh’s ‘dog’ analogy to Prime Minister Narendra Modi’s ‘puppy’ statement in the run-up to the 2014 Lok Sabha elections. “The Prime Minister had used the word ‘puppy’ and now the puppy has become a fully grown dog,” the senior Samajwadi Party leader said today.

While talking about the Dadri incident, VK Singh had asked reporters not to associate every local incident with the central government. “For everything…like if somebody throws a stone at a dog, then the Central Government is responsible…it is not like that,” VK Singh had said triggering demands for his resignation by the Aam Aadmi Party and Congress.

Delhi Chief Minister Arvind Kejriwal is celebrating his 47th birthday today and Prime Minister Narendra Modi was among the first public figures to wish the Aam Aadmi Party convener. PM Modi tweeted that he spoke to Kejriwal and wished him on his birthday and prayed for his long life and good health.

Arvind Kejriwal instantly responded thanking the Prime Minister for his wishes.

“Thank u so much sir for your wishes. I am touched. I look forward to meeting u soon to brief u on Delhi’s situation,” Kejriwal said on his official Twitter handle.

The Delhi Chief Minister came under fire from state Opposition parties – BJP and Congress – for using school students to display his name on placards during Independence Day celebrations at Chhatrasal Stadium on August 15.

According to Zee News, it was a cabinet minister in Kejriwal government Kapil Mishra who shared the picture on his official Twitter page giving rise to the controversy. “Students have written name of Arvind Kejriwal using placards at Chhatrasal stadium,” Kapil Mishra, who is also the Chairman of the Delhi Jal Board tweeted with a picture of the event.

Former AAP leader Prashant Bhushan and his associate Yogendra Yadav immediately reacted criticizing it. While Bhushan dubbed it as “height of sycophancy and height of personality cult”, Yogendra Yadav called it “embarrassing” and a new low for the Kejriwal-led Delhi government.

Delhi BJP president Satish Upadhyay criticized Kejriwal for “politically misusing the Independence Day function and lowering the dignity and sanctity of the day.” Congress leader Ajay Maken too lashed on Arvind Kejriwal over the controversy.

Arvind Kejriwal government tried to defend itself arguing that it was an old practice and released photographs of similar placards by school students during Independence Day celebrations in the past. The photographs released by the state government had names of former Delhi CM Sheila Dikshit and Delhi Lieutenant Governor Najeeb Jung as visual formation during Independence Day celebrations in the past. Kejriwal said he was not aware that school students would do this and will stop the practice forthwith.

AAP leader Alka Lamba attacked during anti-drug drive

Aam Aadmi Party legislator Alka Lamba was attacked by an unidentified man at north Delhi’s Kashmere Gate area Sunday morning.  Alka Lamba is AAP MLA from Chandni Chowk and she was leading an anti-drug drive when the incident took place. According to AAP, the drive began at 5am today morning. An indentified man wrapped in blanket attacked her with stones at around 6am. He has been detained by the Delhi police.

Alka Lamba was immediately rushed to the nearby Aruna Asaf Ali Hospital. She was discharged a short while later. AAP leader Ashutosh immediately tweeted that the attack on Alka Lamba was a part of a conspiracy. “Locals told us that the man who attacked Alka Lamba was working in a sweet shop owned by present BJP MLA Om Prakash Sharma.

Alka Lamba held a press conference and alleged that the motive behind the attack was to disrupt the campaign.

Delhi’s bureaucratic crisis points to a deeper rot

Contradicting the position taken by the Bharatiya Janata Party umpteen times since 1992, often with an eye upon votes, in favour of full Statehood for Delhi, the Central Government led by it has pushed Delhi to the brink. The BJP is relentlessly pursuing its bid to curtail powers of Delhi Government. The Union Home Ministry has moved the Supreme Court after Delhi High Court had come to the rescue of the City Government. The Home Ministry’s move goes totally against BJP’s stand in the past.

The core issue behind the present Constitutional crisis dogging the national Capital is truncated powers given to the State Government led by Chief Minister Arvind Kejriwal. Obviously, what BJP thought could well suit it is no longer so since a rival party has taken power in Delhi; and, thus, a volte face.

The bone of contention has been the control of services that includes transfers and postings of officials that Centre wants to keep via the Raj Niwas. Add this with public order and police and land or real estate to complete the list of crucial subjects under Central control. These are under the exclusive control of Union Government that exercises powers over them through the office of the Lieutenant Governor.

Earlier, the Delhi High Court termed a Ministry of Home Affairs’ notification giving absolute powers to the Lieutenant Governor vis-à-vis services as ‘suspect’, putting a question mark over the Constitutional validity of the notification. The row looked into by the High Court related to Anti-Corruption Branch or ACB where police have the main role. Kejriwal has been contending his Government’s right to refer cases to ACB and prosecute the culprits through the aegis of the ACB. He held a two-day long special session of Delhi Assembly which ended up on Wednesday with the rejection of the notification.

The Centre did not like Kejriwal’s move to take to task the Central Government employees and other higher ups like those from private power distributing companies through the ACB. The Union Government also issued the notification on May 21st to further arm Lieutenant Governor vis-à-vis the subjects under the control of Ministry of Home Affairs through him.

This row somehow coincided with a bureaucratic muddle that was already on in the wake of a ten-day leave taken by Delhi Government’s Chief Secretary KK Sharma. His replacement during the leave Shakuntala Gamlin was appointed directly at the behest of Najeeb Jung. Soon Kejriwal cried foul alleging that Gamlin has been having ‘close ties’ with Discoms entrusted with electricity distribution in the Capital and, thus, she was being hoisted to the top bureaucratic assignment through backdoor and can well favour the Discoms.

Such an allegation drew the ire of the IAS lobby against the Chief Minister though the Centre has been no less culpable in aggravating the row that followed the posting of Gamlin as acting Chief Secretary through the brief absence of her boss.

Indeed, the ‘Yes-Secretary-and-No-Minister’ approach of the Centre carried out through Lieutenant Governor Najeeb Jung in case of Delhi has pushed the city of babudom and control hub of the country to unprecedented depths.

Soon after Gamlin’s brief spell as Acting Chief Secretary got over the Chief Minister appointed his secretary Rajendra Kumar as Secretary Services. Among the transfers that Kumar has made is that of his predecessor Aninda Majumdar who had earlier inked the order that had brought Gamlin to replace Sharma during his leave. Majumdar has been moved to Delhi Finance Corporation as its Chairman and Managing Director. Three other officials were transferred on Wednesday along with him. And as many as nine, including two IAS officers, were transferred (See the facsimile of the order) on May 25 by Kumar as he has turned out to be the Man Friday of the Chief Minister through the current crisis.

Strangely, the Centre that often takes pride for having brought good governance and empowerment of States remained unmoved by the noises made by Kejriwal through the days much before these abrupt transfers. In this sorry state of affairs it would be worth looking at the way appointments of top bureaucrats have been made or unmade in Delhi not only by the city but also the Central Government through the past one year or so.

Earlier this year, Sujatha Singh had to quit about eight months before her retirement was scheduled. She made the way for the present Foreign Secretary S Jaishankar. Similarly, Jaishankar’s counterpart in the Union Home Ministry LC Goyal came after the Anil Goswami was removed unceremoniously. This happened amid charges of unjustified interference by Goswami in the functioning of CBI.

Besides this, the Finance Secretary Rajiv Mehrishi was brought in last year by transferring his predecessor Arvind Mayaram to a far less conspicuous and belittling post of Secretary in the Ministry of Tourism. Not only this, an ordinance has to be brought in soon after the swearing in of Narendra Modi Government to appoint Nripendra Misra as Principal Secretary to the Prime Minister. Later, this got the nod of Parliament and the Telecom Regulatory Authority Act was amended. Misra has been the top boss of the Telecom Authority and, thus, was not supposed to take any future Government position as per the old and original version of the Act.

Unlike these quick-fix postings, the PMO was equally prompt to forestall moves by some of the NDA ministers to appoint private secretaries of their choice. The reason for this being the incumbents have been private secretaries in the previous UPA regime to important ministers; and their appointments in crucial ministries again could mar the confidentiality their task warrants. Alok Singh could not come to Union Home Ministry despite being the choice of Rajnath Singh as the IPS officer has earlier been private secretary to Salman Khurshid.  Similarly, Ministers of State Kiran Rijiju and VK Singh could not get Abhinav Kumar and Rajesh as the two have been private secretaries to Shashi Tharoor and Chandresh Kumari Katoch respectively in the previous UPA Government.

So everything has not been quite fine when the Kejriwal-Jung kerfuffle erupted, greatly rattling the Delhi and countrywide IAS associations. The ‘conducive atmosphere’ that former Chief Secretary of Delhi Omesh Sehgal called for the functioning of officers was indeed mauled but not by Kejriwal alone. The officials associations somehow ignored other players in this unsavoury game.

Come-and-gone Government secretaries and other officials as per the convenience of political bosses is indeed a serious issue. This is more so since the high-point of the present crisis turned out to be the locking of the office of the Principal Secretary (Services) Aninda Majumdar to bar his entry. This was reportedly resorted to at the orders of Kejriwal since Majumdar kowtowed Jung’s fiat to appoint Gamlin as officiating Chief Secretary.

Omesh Sehgal and his colleagues point to Kejriwal mainly because of this incident through their call for conducive atmosphere for officers’ proper and suitable functioning. Generally, brusque and brash behavior on the part of Delhi Chief Minister may well be making him unpopular among a section of Babus. Yet, the fact is self-righteous and hubristic ways of top brass of Governments and officials go beyond Delhi Government to the extent of getting rampant in so many secretariats that see daily bureaucratic tussles. This includes North and South blocks. The question that stares hard in the face of all is: who can stop elected executive heads from becoming virtual CEOs looking for henchmen only to carry out their task; and the kind of toll that their whims and tinkering may take upon bureaucracy?

Aam Aadmi Party convener Arvind Kejriwal is all set to become the Chief Minister of Delhi again, almost an year after he resigned from the post over the Jan Lokpal Bill after ruling Delhi for 49 days.

Results for the 2015 Delhi elections will be announced on February 10 evening. Trends showed AAP leading in close to 59 seats in the capital, up by 31 seats compared to the 2013 Assembly elections.

BJP was leading in 10 seats, down by at least 22 seats from its last showing in 2013. BJP chief ministerial candidate Kiran Bedi was also trailing in Krishna Nagar, a seat that the BJP has never lost. AAP’s SK Bagga was leading from Krishna Nagar.

Arvind Kejriwal was leading as expected from New Delhi seat while Manish Sisodia was ahead in Patparganj constituency. Vinod Kumar Binny, who contested from Patparganj seat on a BJP ticket was trailing.

AAP’s Naresh Yadav was leading from Mehrauli.

Kiran Bedi has said that she would take the onus of defeat and the results would not be a referendum on Prime Minister Narendra Modi. Congress party was struggling to even open its account, down by 8 seats compared the 2013 Assembly elections.

Meanwhile, celebrations erupted at the Aam Aadmi Party offices. Speaking to NDTV’s Barkha Dutt, Arvind Kejriwal called it a people’s victory and promised to be ‘Janta’s CM’. Former IPS officer Kiran Bedi has said she is ready to contest against her former India Against Corruption teammate and Aam Aadmi Party chief Arvind Kejriwal from New Delhi constituency if her party wants. Bedi joined the Bharatiya Janata Party Thursday after meeting Prime Minister Narendra Modi and there were enough indications to point that she will be the BJP’s face for the 2015 Delhi Assembly elections.

Reacting sharply to the development, AAP leader Ashutosh said today “If Kiran Bedi had so much urge to become Delhi chief minister, why she did not reveal it when Arvind Kejriwal asked her to become the CM candidate of the AAP in 2013.”

Kiran Bedi however evaded questions by reporters whether she was ready to become Delhi Chief Minister if BJP formed the government in the capital. She said her party would decide on it.

The BJP parliamentary board meets on January 19 and the decision on announcing a CM candidate in the upcoming Delhi elections will be taken during the meeting by the board members.

Meanwhile, one of the founding members of AAP, Shazia Ilmi, also joined the BJP in the presence of party chief Amit Shah and Delhi BJP president Satish Upadhyay. Shazia however did not reveal if she would be contesting in the upcoming Delhi elections. “I had a tough time in last elections, don’t want to go there, Shazia Ilmi said. She targeted the Aam Aadmi Party saying, “There have been a lot of double standards, there has been a clear violation of what was promised.”

Shazia Ilmi had quit AAP after losing the 2014 Lok Sabha election citing lack of inner party democracy.

Kiran Bedi on the other hand had been averse to joining politics and had differences with Arvind Kejriwal even during the days of Anna Hazare’s anti-corruption movement. She however said television channels today that Narendra Modi’s decisive politics had wiped out her aversion to politics.

Former Aam Aadmi Party leader Shazia Ilmi is likely to join the Bharatiya Janata Party and contest against AAP convener Arvind Kejriwal from New Delhi constituency in the upcoming Assembly elections. The news has not been confirmed by the BJP yet but both mainstream and social media are abuzz with the rumour. Zee News and First Post have reported on the possibility.

Delhi goes to poll on February 7 and Shazia’s entry against her earswhile ally Kejriwal has added new twist to the high-pitched battle for the 70-member Delhi Legislative Assembly. Kiran Walia from the Congress is likely to take on Kejriwal and possibly Shazia Ilmi in New Delhi seat.

In the 2013 Delhi Assembly elections, Arvind Kejriwal had defeated three-time chief minister Sheila Dikshit on her home turf – New Delhi Assembly constituency – by a huge margin of 25864 votes.

Shazia Ilmi, then a member of AAP, had lost RK Puram seat to BJP’s Anil Sharma by a slight margin of 326 votes. She was also unsuccessful in last year’s Lok Sabha polls and even lost her security deposit when she contested against former Army Chief General VK Singh from Ghaziabad Lok Sabha seat.

But Shazia contesting on a BJP ticket could be a different story with major surveys projecting BJP getting more seats than its last showing in the capital. BJP is banking on Prime Minister Narendra Modi’s face and party president Amit Shah’s strategy that has worked in several elections for the centre-ruling party. BJP has not announced a Chief Ministerial candidate for Delhi keeping with its recent formula.

Delhiites vote for 2015 Assembly elections on February 7 while the counting of votes will take place on February 10. In the 2013 Assembly elections, BJP won 31 seats, AAP 28 and Congress 8.

BJP is yet to announce its list of candidates for the 2015 Delhi Assembly polls.

EC discusses Delhi poll preparedness, dates on Monday

The ‘full’ Election Commission led by CEC V. S. Sampath met at its headquarters in New Delhi Friday apparently to discuss preparedness for Assembly polls in the capital.

Electoral officers however, termed the meeting as a usual exercise held twice –Friday and Saturday- in a week. Sources told News Hour India after the meeting that the dates for fresh polls for Delhi Legislative Assembly may now be announced on Monday in view of Prime Minister Narendra Modi’s public meeting in the national capital on Saturday. As per the law, the Model Code of conduct will come into force immediately after announcement of election schedule.

Even as Congress and AAP have declared their candidates, BJP’s process to select candidates for the crucial polls will take off with Modi’s rally on January 10.

BJP, which emerged as the second largest party in the 2013 elections, is likely to complete the selection of its candidates by January 18 in order to give them sufficient time to campaign in their respective constituencies.

Meanwhile, AAP’s Arvind Kejriwal, who stunned the nation with his landslide victory in the last Assembly polls, has sharpened attack on PM Modi. Kejriwal today held a press conference in the capital and threw a Googly at Modi by asking whether he would keep BJP’s promise made in the last election of announcing full statehood to Delhi or the Prime Minister will take a ‘U-turn’ on this issue too. Kejriwal has also been lampooning the BJP over its promise of a reduction of 30 per cent in electricity charge in its manifesto for the last Assembly elections.

The elections will be a litmus test for the Aam Aadmi Party that has seen a slide in its popularity since Arvind Kejriwal resigned as Delhi chief minister on February 14, 2013, after ruling for 49 days. Delhi has been without a CM since then.

In an apparent bid to corner BJP a day ahead of Prime Minister’s rally, AAP has launched a Twitter campaign called #DelhiasksPMModi.

If sources are to be believed, the capital’s date with elections might fall in mid-February. Congress party that was ousted out of power in the last Assembly elections has already promised support to AAP if the need arises.

In the 2013 elections for the 70-member Delhi Assembly, BJP bagged 32 seats, AAP 28 seats while Congress won 8 seats.
